First off, blowing up the levee wouldn't have saved the "rich" part of new orleans, look at the satellite pictures, the breach flooded the garden district as well, thats million dollar homes. The only guaranteed way to prevent the levee from breaking anywhere else would be to put equal force on the other side. in other words, it would have to be flooded. the 17th street levee was broken, but that didn't relieve any pressure on the other side, the water was pushing with just as much force, it just didn't break. It is unfortunate that the poorest areas are the ones that flooded, but the history of the 9th ward is that the reason it was so cheap was that the poorer immigrants in the 1800's couldn't afford higher land in other parts of new orleans.

I believe there are reports of a barge hitting one levee and based on the precedent of opening certain levees to save the greater portion of the city, I wouldn't be surprised if they did in fact try that. People did hear explosions - that could also merely have been the sound of the levee breaking. Naturally, they would be unlikely to report the fact that they had to sacrifice some areas to save others if that is what they did. I'd say it's more likely a barge did hit one and the others just burst.
