Next thing you know, the president could be fined for using Air Force One to take vacations.

Well, maybe not.

Thing is, I have a friend who is a firefighter, and they have to crank up the trucks every now and then, and they have to drive them around to keep them in shape and make sure they are in working order. They also have to use the pumps every now and then to make sure they work.. etc.

There was absolutely no harm in what this firefighter did.

The water should be changed and the pump needs to be used to keep the truck in shape.
What if the water had been sitting long enough that rust, algae and other nice things would cause the tanker to fail during an emergency?
The lawn watering may not be the best use but at least the truck will be refilled and the operator will know that the truck works.

It is dangerous to drive a partially filled tanker truck at highway speeds as the water sloshes. I am on a volunteer fire department and we always run our tanker either full or empty. Many times we dump a partial tank when the tanker is no longer needed and refill on a preconnected line at the station. Pulling a line, hooking up to a nearby hydrant, filling the tanker, then unhooking and rolling the line is unnecessary work.

Heck of a lot better than letting it run into the sewers, which was the only acceptable option as I read it. I heart bureaucracy.
