The best idea of western civilization: the peanut-butter gun.

In public parks and on sidewalks, use a caulk gun with a refillable tube to put a daub of peanut butter on the dog poops. Since dog owners usually take their dogs on the same route often, and when dogs smell peanut butter they gulp down those little open faced sandwiches, which grosses out their owners; it encourages the owners to police up after their pets.

One guy can do a small park in just a few minutes. After a week or two, no more dog poop!

I lived in Budapest a while in District VII. The dog crap was everywhere and was really disgusting. They did start cleaning up while I was there, and some districts pursued policies that made them much nicer places to walk around. At least they dont' have alot of wild dogs such as they have in Athens and Bucharest.

7th district was pretty gross for a long time. I have an apartment in the 6th district right across from the 7th - and there's been a lot of improvement - repaving, less dog crap, etc. Of course, they've also pushed out the lower income residents and turned it into a yuppier area. I can't complain though - keeps the crime rate down.

7th district also had a tendency to smell like sewage in the summer. And urine on weekend nights.

Seriously. Pretty much EVERYWHERE in portugal there were wild dogs running around. (not as much in the big city centers of Lisbon and Porto). They reminded me a lot of Link walking around the town in OoT, where the little dogs yipped and followed you around. If they weren't so perfectly cute I'd recommend the Portuguese import some Koreans to take care of their problem.
