NASA has to create a bit of a media circus to garner public support after a lengthy lull in shuttle flights. It backfired in that the media are a bunch of sensationalistic whores who want to turn everything into doomsaying even when it is unwarranted.

The money for a new vehicle, FWIW, has nothing to do with this mission. That decision was made before this flight.
