Correct me if I'm wrong, but isn't that pretty much how any "succesful" terrorist organization works? Makes killing off the whole organization almost impossible (ala the IRA).

Pretty good assessment of the RA, apparently you can get a professional hit in Dublin now for as little as Euro3000 thanks to all the unlemployed IRA members. The less rabid of them spend most of their time robbing banks and kidnapping people. They're like mad dogs, no way they will ever be rehabilitated.

OK, but isn't the big advantage of the cell network that no one group of people have enough information or control to bring down the organization in the event that they are captured or killed? Obviously someone had to set it up and do the training, but once the cells are "in the field", there is almost no need for any control or contact.

Like the IRA did, if you have small groups of skilled operatives working in various areas with vague instructions such as "Attack enemy intrests where ever and when ever possible", and just let the cells figure out the particulars, an organization can wage a terrorist war with almost no centralization of power.
