In addition to Drugs the FDA also regulates all medical implants/procedures in the USA. Since installing breast implants involves knocking a person out and slicing them open it's considered a medical implant.

I used to work at a place that manufactured these before the ban all but shut them down. They are more complex than you would imagine. They also had awesome videos that you could take home for "Learning".
