I live in Washington State, and we have a terrible problem with this....

Just today I was at the grocery store and there must have been a dozen or more goats chained up the the bicycle rack.

There was an article out of the Pittsburgh post-gazette about two men who stole someone's goat, bashed it over the head with a pipe, cut it up, and tried to trade it's meat for some crack. I guess that's a reason to steal a goat.
