When he said he thought the monsters would scare people he might have meant, "Yes, we are just doing this to get publicity and possibly money, but since this is a high-context culture and people aren't expected to come out and say thing and listeners are expected to read between the lines, I'm going to make a pithy evasive comment instead."

By "frighten people away" from counterfitting, I'm sure that he really means to "discourage" them from doing this. Really, any complex image would do, and only the Japanese would be cool enough to use cartoon characters instead of some cliched nationalistic image, like say a Prussian or bald eagle. Besides, cash with Domo Kun on it would be cool...
