I can tell you from 1st hand experience...the INS is farked from top to bottom.
My wife and I are adopting from China and we've had much, much more difficulty with the INS than we've had w/ the Chinese government.
You can never get the same answer to a question.
Heck, we had to get our senator to contact to local INS just so we could speak to a real person and set up a appointment.
And don't even get me started on the attitude of the clerks...

grrrr...now I got myself mad just thinking about...

Perhaps the approvals are part of Ridge and Ashcroft's security plans, the cornerstone of which is the idea that the only good immigrant is a dead immigrant.
