Over the top is easier to unroll but behind the back is easier to tear off. Which is more important? That is the question you have to ask when debating tiolet paper.

Over the top is easier to pull without tearing... which is sad when you really need a longer piece of paper only to come up with half a square.

The real question should be "should the rolls be on the right or left side of the toilet."

over the top - it's just not a debatable issue - under is just wrong - it's harder to get at and, in my experience, forces you to use twice as much to get it to tear off.

The over the top method is oncorrect. Underneath is the way to go. Otherwise, it tears off near the top, and valuable wiping time is spent trying to grip the last sheet.

Meanwhile, your leftovers are hardening in there, losing all wipeability.

Over the top, definitely. It's easier to grab at. Under can be done, but then it really comes down to how convenient you like it.

yeah, that's great until you're fumbling around drunk or groggy from sleep and knock it into the bowl. Then you're left with a wet roll of toilet paper that you can't fish out because it breaks apart when you try to grab it. So you're left with a toilet full of paper and a piss-soaked cardboard tube in your hand. You can't flush it, because it'll clog up the toilet and you can't find your plunger because you're either drunk or groggy, so you have to go get the fish tank cleaner and fish out the paper. So you're left with a bunch of wet toilet paper in your trash, your hands covered in your own urine, and you've lost your buzz.

Over-the-top is my preference as the other way is a pain to use. The exception comes when you have young kids or cats that like to play with the roll - then you go under the roll to keep them from unrolling the whole damn thing.

A "stylish" friend of mine once told me that the reason you are supposed to put the paper down the back is because it looks neater not having the end of the roll showing.

Ever since then, I've been a militant over-the-topper.

I have "paper trees" in both of my bathrooms, which are floor standing spikes that hold about 5 rolls. You grab the roll off the top and use it however you want, then put it back. The only argument then is clockwise or counterclockwise, but it doesn't seem to matter. It also removes the need for guests to poke around through the cupboards when they need another roll.

I've just come from the toilet, and I have to confirm that over the top is the way to go. Down the back makes it difficult to tear off, and there's the added risk of getting shiat on the wall.

Under, but there's a bigger issue here that we're ignoring. When did public-restroom TP become so elastic? I have to tug like hell just to tear it... And who mounted the dispenser so low? Put it ABOVE the handicap rail! And don't get me started on piss-troughs.
