no. in case you weren't aware, brackets indicate where the editor is paraphrasing waht the speaker said. if the editor / author thougth those words were unneccessary, the proper punctuation would have been to delete that phrase by using an ellipsis.

Further, if an ellipsis was used, because "A real richness in thte English has evolved" is its own complete sentence, the proper ellipsis would be 4, not 3 periods. 3 peiods are used when you aren't creating a new sentence, sort of like taking a breath in the middle of a sentence. If a 4peiord ellipsis was used, the word "a" would be capitalized to indicate a new sentence.
