Besides, lasers can be reflected with little effort or cost (mirrors are really cheap). It takes a lot more money and effort to dissuade a 5.56mm round from its chosen path.

Er, sunglasses won't work. Blocking 95% of a few kilojoules still leaves a lot of energy....

And the story's really poorly written. It's the 160th SOAR, not the 16th SOS (whoever they are) that flies the Spectre gunships. With reportage that bad, I wouldn't trust anything they said.
