As was already pointed out the last time somebody brought up that image, Fox News Channel is CABLE. The FCC has no jurisdiction over it. The only things restricting what can be seen on cable are (1) the "morals" of the corporation, (2) the wishes of the stockholders and advertisers, and (3) what consumers are willing to view.

I was just reading through the article. The FCC has a clear rule about screening nudity (what you in the USA think is nudity) not after 10 pm. They aired it between 8 and 9 PM. Ergo conclusio: Shut up and pay up. It is THAT simple if you peel off all moral issues.
