There is no hint of the identity of the interventionists, nothing, nothing for the reader, nothing for a witness, just nothing.

Errr...

Well, "wearing two plastic shopping bags with eyeholes as a mask" is both a description and a reason for the limited description.

I also can't remember many articles on crimes that had even THAT much. You can assume the suspect was male and not overly large or fat, since they'd have mentioned it. I don't remember ANY article about a 'funny crime' that goes into any detail that was not unusual. It will mention if they were dressed or not, and will mention if they were female (and will always mention if they were female and not dressed), but even then the articles scimp on the details about the level of undressed, or the quality of the undressed appearance. This is not America's Most Wanted, and no one thinks this will actually help the police catch the guy.
