mikenola Since you decided to throw that out there, here is a counter point. It is not the responsibility of the President to make sure that everybody in the country has a job. But it is the responsibility of the President to the defend the welfare of the American people and nurture and environment so that all Americans have the opportunity to prosper.

Now the President himself has no direct control over job creation in the United States. But the President in 2001 approved a Bonus Depreciation tax credit for corporations for fiscal year 2002. This tax credit has been increased every year since then. What this particular tax credit does is that it makes it so that a corporation can claim a greater amount of the depreciation of their net worth due to equipment depreciation every fiscal year. Many companies have taken great advantage of this to reduce their taxable income to the point where they are paying no taxes.

This tax credit has encouraged a great number of companies to outsource numerous functions overseas. This was done not necessarily because labor was cheaper overseas, but because the computer hardware they would have to buy to make the outsourcing work has extremely high rates of depreciation. Most companies that outsourced were able to
easily pay for the hardware with the money saved on taxes from the hardware's depreciation in the first quarter thanks to the credit and continue to milk that depreciation each quarter afterwards. So because of the Bonus Depreciation tax credit companies were indirectly rewarded for sending jobs overseas.

So, in closing, while the President did not directly cause the anemic job market in the US, he did create an environment that has made it more economical for US companies to send jobs overseas. It should be noted also that the Bonus Depreciation tax credit has come up for renewal in this upcoming congressional session, and there are many Republicans pushing for it to remain for fiscal year 2005.

This is an interesting argument, but it doesn't explain why the companies choose India over rural US locations. Which, I think, you will find leads back to cheaper labor costs.

I don't necessarily think that that is a primary goal of Bush supporters, but I do think that the welfare of the country and its citizens is a secondry consideration, far behind the ideology of far right fantasy. A good example of this is the right's systematic destruction of sexual education in this country, done to serve their specific repressed idiology, regardless of the impact on young people. I do not believe that Bush supporters are concerned with the effects of policy.

Perhaps you should read the law, and not just spout what MoveOn told you about it.

The law only applies to certain equipment acquired and put into service between 9/10/2001 and 12/31/2004. The depreciation allowance was increased once on May 5, 2003, from 30% to 50%.

So how exactly does cheaper equipment in a foreign country give a business a greater deduction than expensive equipment purchased here?

This page states that unemployment was 7.5% when Clinton took the job, and was reduced to 3.9% when he was finished. He created more jobs than Regan and Bush sr. put together. According to this page he was Mr. President Supreme.

You make me sick. I was laid off from the best job that I ever had during Clinton's term. I couldn't stand him, but I never once blamed him for my unemployment. Guess what? It is your responsibility to get a job - not the governments.
