who will pony up with the salary, if there is no viable government, and will people be able to stand it if it is not an eqine-able pay?

Italy is the country that has 100% proportional government, right?

That means that if the 'crack legalization' party gets 1000 votes of the, say 20 million cast, then they get 1/20000th of the vote. It sounds like a good idea on paper, but it's supposed to be pretty chaotic and crappy.
