Much better idea: make it legal for you to throw heavy blunt objects at anyone who has their phone on loud during a quiet event. That would make sure people who check their phones can still get "emergency" calls, and the idiots will get blunt force trauma.

There must be some way to modify such a device so that it will allow emergency calls to go through. Hell, if China can get router manufacturers to bend over backwards and cater to their demands, then certainly the cell phone jamming device manufacturers can do the same.

If only they could install them at the movie theater. Nothing I hate more than watching a key scene in a film only to have it disrupted by some assclown's phone with the ringer set to Pokerface by Lady Gaga or the glow from someone's blackberry several rows ahead.

Maybe so, but the article was talking about people near the church (neighbors, etc.) calling the emergency number and getting blocked because the the cell phone jammers.

In the US, cellphone companies license the spectrum from the FCC, and have an exclusive right to those certain frequencies within the region specified in their license.

Jamming licensed spectrum to which one does not have a license (e.g. jamming someone else's signals) is a major no-no, and can result in massive fines.

I'd imagine that it'd be quite similar in New Zealand...

I stopped attending church eight years ago; last year I went with my mother around Christmas. I expected a quiet and reverent service like I remembered, but was shocked at how often phones were going off. Even during the sacrament. I don't worship, but it seems to me if you can be bothered to get your ass to church, you can be bothered to turn your damn cell phone off. Or leave it at home for that matter, unless you're on-call what use is a cell phone on a holy day?

As someone who works on call for a hospital occasionally. I think that the fine is justified.

If they kept it a secret, and I was attending that church*, I could be held legally responsible for not answering a call/page that was blocked if someone had a brain-bleed or something.
Granted, my on call is mostly nighttime, but still.
