This is more like a "one day furlough" pass than

From the article it seems that the eligible prisoners are already in a position of trust i.e. helping out in the community.

HMP Kirkham is an open, minimum security prison by non-violent offenders with a low risk of escape. They likely get town visits throughout the year as rewards for good behaviour regardless.
