if the cause is still under investigation, how can charges be pending? wouldn't one want to wait until AFTER some investigation had determined there were reasons for charging Woods before you started the ball rolling?

A blood alcohol test, which probably would have been done right away when he was brought in given the circumstances, would probably indicate "charges will be laid" before you even begin the rest of your investigation.
