It has to do with him because he's giving her money to pay her bills while she's reporting no sources of income. If she was living on welfare without getting any aid we could all crack on Artest for ignoring his sister, instead the two of them are going to be possibly prosecuted for welfare fraud.

Conspiracy...other than that, is that "legal income" that he is gifting her som emoney. She was not on his payroll, so I am not sure what they can convict him on outside of conspiracy. I doubt a jury of her peers would convict

I'll explain.

She gets housing assistance - which means part of her rent is paid for by HUD.

The amount of housing assistance you are eligible to receive is based on your income. The owner/agent of the housing complex or the housing authority takes all of your income info, and calculates out 30 percent - that is what the tenant is responsible for paying - if you claim you make nothing, there is a 25 dollar minimum rent. The leases you sign forces you to report any income and assets that you have, which includes any money you receive from outside sources like Family.

The lease you sign also binds you to retro-repaying any federal housing assistance you have received fraudulently (ie. not reporting income from outside sources as the lease requires). She probably was not totally ineligible for the housing, but would have been paying a far greater amount in rent due to her income.

They can force you to repay back 5 years of assistance, so if she has to pay back 35k, thats 7 grand a year in housing assistance payments, so about 575-600 a month in rental assistance.

Housing providers are required to report any fraud cases over 5k to the HUD OIG, so this probably won't be the last we hear of this.

It is, however, illegal if the person who lives in the subsidized housing doesn't report the income, no matter how said income entered the system. I am no Ron Artest fan, though an Indianapolis resident, so trust me, I am not looking for a loophole for him, but I don't see where he is culpable. His sister is, though.
