Easy cure. First two kids, no problem. If you need temporary welfare, fine. Next two kids, no more welfare, but extra visits from the state to make sure you're adequately caring for them. Make enough that you're not on welfare? Tax penalties. Get pregnant on welfare? Baby goes immediately into state care. Everything after four kids? Either you pay a "carbon [life form] tax" of, say, 5% of your gross income per year (keeps it nice and progressive), per year per kid, or the grub goes directly into an adoption agency's care. Mom doesn't even get to see them.
