It's not really supposed to be. He's not president of the EU, just the European Council. The position has practically no authority and is mostly ceremonial.

True, but this is the ONE exception I'll make to the whole idea that censorship lowers the quaility of a work. Belgium was already established in the radio series as the most offensive word in the universe, so putting that into Life, the Universe, and Everything allowed for a less heavy handed joke about the use of swear words "maturing" a drama, and Arthur getting to offend a bunch of aliens is always fun.
