Federal Travel Regulations (FTR) are the regs that all federal employees are supposed to review before commencing foreign travel. From the top to the bottom, from the GS-5s (entry level federal employees) to the SESers, (Senior Executive Service, which includes the President) those guidelines apply. Perhaps there are amendments that those at the top of the federal food chain see (secret leader super secret squirrel handshake?). But, without looking it up, I'd suspect that the FTR says that bowing is customary when meeting a Japanese leader, whether you are a peon or a Big Cheese. It is called, at its most basic, "manners".

The real news is in what will happen with the base reorganization in Okinawa (with Futenma airfield) and the issues around stopping refueling of American ships in the Indian Ocean, and how that relates to (1) future contributions of Japan to civilian work in Afghan, if any, and (2) "regional self-defense" as prohibited in Article 9 of the current constitution of Japan (i.e., it's prohibited and there are crazy leaps of logic used to supposedly give ability for these refuelings and whatever "special laws" renewed every year until now, when the the government grew a pair, so - does the US want the military aid? and if so, maybe do they want to talk about actually changing laws or not).

I was referring to the leader himself. The leader must show respect to his colleagues. Otherwise it's little more than ruling by fear. When you rule by fear, you have to watch your back every single second because the minute you turn your back on an underling, there will be a knife in it. Rule by respect, and the thought is much less likely to occur to those same underlings.

We see bowing as a sign of lowering oneself. That doesn't mean that is how they see it in Japan. When two businessmen bow and exchange their name cards, it's their equivalent of a handshake.

Cultures. Different. Respecting that difference.

It's the same reason people visiting America don't belch after a meal, and Japanese ambassadors shake the hands of our politicians instead of greeting them with a formal bow. And even if we see it as a gesture of lowering oneself, who cares? If Japan doesn't see it as such, nothing changes in their perception of us. Our view of it doesn't matter. It would only be insulting if he did something that caused the Japanese to see him as lowering himself.
