Then there is the case of the 14 orphans missing from various orphanages in Mexico City. Authorities have arrested administrators but have not been able to locate a single one of the orphans. The assumption is that they were sold and shipped out of the country.

at just over $1000 per mexican baby this won't really put a dent in the national debt. Unless we mass produce them in factories.
