Nope - medical is already legal in CO. This is to decriminalize possession of up to 1 ounce at the city level, period. City of Denver did the same thing a while back.

My guess is the cops were getting ticket happy busting all the 20-30 somethings toking up before/during/after they hit the slopes and the town was hemorrhaging tourists and cash.
