It wouldn't surpise me if this led to a declaration of war against the country that is harboring the group that did this. It will become the justification the US needed to modify it's policy to do just that. It is unlikely that any country will want to harbor any terrorist group after the dust settles from this.

I do not know the numbers, but looking at the buildings and the location i would bet that there were more people killed from these attacks that were killed at the attack on pearl harbor. Taking that into perspective gives a new light of severity on today.
