1) How did she know that they were long scenes (note: plural) if she didn't watch the whole thing.

I don't think that banning the VHS tapes is enough. Children might, one day, walk past a building that had once housed a VHS copy of a movie that contained some nudity. I think that it's clear what we must do...we must kill the librarians in their sleep (as they were accomplises in this travisty), burn the library to the ground, and then salt the earth so that nothing might ever grow there again.
