Pretty much this. They've been trying to suppress any evidence of their own crackdown, and trying to make themselves seem less guilty by calling out other countries for their own problems.

Are the protesters muslims? Then the Islamic Theocracy would gladly protest violence against them, it falls with the islamic agenda. The world has a right to kill as many anti-theocracy pro-democracy pro-freedom people as it wants according to Iran. Now however if we defend ourselves against the pro-theocracy islamic movement, then we are of course condemned and vile devils. But any pro-democracy movement, even if done by muslims, must be stamped out as it cracks the fragile totalitarian jar that contains the idea that "God is with us and wants islam to dominate the world!"
