From a brief wiki glance it looks like this is a treatise into how exactly the way we express our thoughts, and the role that language plays, subtlety effects the transference of those thoughts and the ideas they lead to.
Is it just a linguistic musings and ramblings, or will it later help me understand the way I learn, converse and convey ideas?

The problem is that the ideas he's trying to convey can't be compartmentalized anymore than the sentences he is using (and I'm sure something is lost in translation). The single thought, or point requires all of the adjacent phrases and ideas as support, or the idea has no merit. To cut up and shorten the sentences would both lead to a much more jagged, incoherent flow of messages. As well as possibly distorting the entire meaning as there is no longer certainty as to which sentences support which purpose.
