If Ebay pulls an auction after it closes and the buyer has already paid with Paypal, Paypal does not automatically cancel the payment. It is the buyers choice how to proceed.

PayPal gives them the option to cancel the sale if they want to, but they also have the option to leave the payment out there and complete the sale. We assume that if someone paid for something, they actually want it.
