Hmm, "The Vapors" sang the song "Turning Japanese" but to "turn Japan into the vapors" implies nuking them but if they "turn into the vapors" they'd become the band that was turning Japanese. I really think so.

I think that's better explained by Yes Minister (BBC series)....

The scenario is basically that the new Prime Minister is asked when he would actually press the button and it runs the gamut from riots in East Berlin (the Berlin Wall was still in place at the time it was made) all the way up to Soviet troops on the doorstep on #10 Downing Street (and of course the question is at what point would he press the "button"?)
