I like the boxer too. But, have you ever felt a chinese crested? It's pretty nasty. A bit warm and rubbery, not at all what you'd think it would feel like. A hair-less cat is at least cool and exactly what you expect. (repulsive)

The Chinese Crested won the "Purebred" portion of the contest. She was the ugliest purebred dog in the competition. So she's won the title of "World's Ugliest Purebed Dog"

The Boxer was the OVERALL winner; he obviously won the mixed breed and when put against the Crested, beat her score and won the overall title of "World's Ugliest Dog" aka: he's the king of all ugly pooches.

World's Ugliest Dog Contest? Bah! There is no such thing as an ugly dog (or cat).

As far as the tongue thing goes...

Chinese Cresteds are prone to having really soft teeth. They rot and fall out, even in young dogs. With no teeth to hold the tongue in it just flops out.

Some dogs with overbites or underbites can have this problem too, though generally not as, umm, pronounced as the toothless ones. That's why you'll see brachy dogs like pugs with some tongue sticking out the front.
