For people to get up in arms over the fact that someone's actually CHECKING up on it now is ridiculous, especially since it's usually average-citizens who are the most scandalized. It's not a partisan thing, it's a class thing. Get it right.

...and six months from now, when someone from the IRS finally gets around to auditing her returns, and she has to pay all of that money back, it's not going to get a mention in any major newspaper. Yeah, you'd have to be rich to miss 37k in refunds, but, if the feds owe you money, you have 3 years to file. They don't bother to bug you unless you owe them money.

It may seem stupid, but I know people, who are owed money by the IRS and are dirt poor, yet still haven't bothered to file just because they don't feel like it.

My wife's first husband hasn't paid income tax ever that I'm aware of. Mechanic, sometimes self-employed, works under the table, whatever it takes. I'd love to see the little prick go down, but if you were never listed as a "paying taxpayer" and you stay outside the system like that, I'm not sure how they'd go about finding you.

Who mails tax returns to DC? I recall they go to regional processing centers, Philadelphia being one of the main ones.
