Eh, it's the whole "innocent before found guilty by a jury of your peers" thing. Apparently some journalists actually respect it.

I have to say though, this does sound like a hobo's dream. For but a brief moment, he was rich and well-fed.

No, innocent until proven guilty only applies in court. It is part of te American legal system. If you don't say "alleged", or hedge your statements somehow, and the defendant is found "not guilty" then you can be sued for slander. Since there is a real chance of a stupid jury, DA, botched police work or smart defense attorney, there's a significant risk of this expensive problem.
