actually, I think it's more of a cooperative effort. corporations themselves would certainly like to restrain certain activities from their employees, as well as the federal government. So if both groups can find a way to restrict 'undesirable' behavior without having to bother with that pesky public debate and/or passing a law, then Congress would be more than happy to work out a deal with corporations and the insurance agencies.
