Some academies do that. Taser International doesn't recommend it.

THIS. I say don't hire anyone to be a police officer under 45 years old. Hire guys not interested in proving how badass they are or driving like assholes and putting the public at risk.

Will they be able to chase down a 20 year old? Unlikely, but who gives a shiat? How many serial killers are caught in a foot chase?

I think we have a new plan for policing in America.

My guess on this: Liability/Risk Aversion

People are so terrified of being sued these days that they will almost never take the slightest risk, even when defying all logic. They will follow the letter of the law/rule/policy no matter the consequence/impact as they know they can't be sued for sticking to the law.

Bottom line: The State board is scared that, if they allow this Sheriff a waiver, and afterwards anything, ANYTHING happens, they are afraid that they will be sitting there with a bullseye on their heads with lawyers lined up to sue them. "How could you allow this 70 year old a waiver?" "You certified him, now (insert incident) is your fault".

Obviously, this is a huge waste of taxpayer money, but that folks, is why they won't give him a waiver, they know that they'll be sued into the dirt if they allow it and anything happens.

I agree that refresher courses are needed on new tactics/weapons/technology, but otherwise, I'm pretty sure the police instincts in this guy have been honed.
