Not necessarily. The reason Obama is 44, W was 43, Bill was 42, etc. is that when Grover Cleveland came back the Secretary of State ruled that he was both 22 and 24. In your scenario, Hillary could rule that Cleveland was just 22 and then resign as SoS to become President. Everyone would move one number lower thereby making Hillary 44.
