Perhaps this will be a sign to law enforcement that they too are subject to budgetary constraints. Sheriffs and other people of authority decide that they'll do what they want, how they want, and budgets won't matter, because nobody's going to say 'oh, no, we're not going to pay for the jails to be secured' or 'we aren't going to pay for patrol cops'.

The police have an incentive for high crime rates, because that gets them more budget money for more cops. Of course, absolutely nobody should mind if the crime rate was higher than expected and they needed to spend more than they had!

Time for them to start living on a budget like the rest of us.

a citation is also needed because possession of less than an ounce of marijuana is not longer grounds for arrest in Massachusetts

Question: When/if the national guard comes in to take over the jails isn't the state going to have to pay for that anyway? Wouldn't they just bill the county for their services? How would that help anybody?

Furthermore, aren't the national guardsmen who show up likely to be corrections officers and cops who may work in the area anyway --- except now they'll likely be at a lower salary (or whatever a guardsman gets paid)

Massachusetts did not free all the criminals, and I think dealing is still illegal. Plenty of people are doing two years for a "school zone" drug violation.

It appears to be a case of standard gov't account management: Exceed your budget = get more money to cover shortfall and get a higher budget next year; Manage within or below your budget = get money taken away (and given to the jerk who overspent his budget) and get a lower budget for following years. There is a built in disincentive to manage your department's operations within its budget.

Within 1000 feet of a school counts as a school zone; there have been articles about people getting the 2X school-zone penalty for selling pot at a bar within that thousand feet. There's also similar penalties for public parks. The way it works out, in an urban setting it's hard to find somewhere that isn't within one of these zones.

A black market economy only encourages kids to become sellers too - the startup costs are low, you get to be your own boss, and you can quickly make lots of money. Too bad the retirement plan sucks. Legalize it, and "drug dealer" will be as appealing a job as "liquor store clerk".

The cost of morality prisons is now to much to bare.
even making poor people unable to pay for there imprisonment pay for stay in prison aint working.

Oh no when i go outside now i will have to see something i dont like.

People wearing there pants low and stuff like that what ever will we do.

People have found out you really dont need two jobs
and buy everything we advertise oh no our prison or wage slave system is falling apart.
