Anybody who does something for money can claim that they are a professional. I'm not defending the guy, just saying the word `Plumber' doesn't have any legal definition. Anyone who can put some pipes together could call themselves a plumber. Anybody who does it for money can call themselves a professional plumber. There may be various certifications one could get or organizations one could join that he hasn't, but I've never heard of someone being sued for malplumbing.

Plumbing without a license can indeed be a crime, subject to penalties, and future restraints in licensing and trade. (^) This is illegal in many states. (^) You might even have some difficulty in advertising yourself as a plumber if you do not have a license. Such as in Illinois, where it states this:

(225 ILCS 320/5) (from Ch. 111, par. 1104)
Sec. 5. Advertising.

(b.5) Any person who advertises plumbing services (i) who fails to display the license number required by subsection (a) in all manners required by that subsection, (ii) who fails to provide a publisher with the correct number under subsection (b), or (iii) who provides a publisher with a false license number or a license number of a person other than the person designated under subsection (a), or any person who allows his or her license number to be displayed or used in order to allow any other person to circumvent any provisions of this Section is guilty of a Class A misdemeanor with a fine of $1,000, which shall be subject to the enforcement provisions of Section 29 of this Act.

He's probably ok just claiming he's a plumber, but he cannot misconstrue that his services are publicly available for contract.
