Its still not a proper sentence. The "brought" is not the verb. The implied very is "reinforces dam." As in, "After midnight, National Guard reinforces dam, using one-ton sandbags brought in..."

The implied phrase in the sentence is actually more like "They did it after midnight . . ." Alternatively, you can treat the two sentences as one phrase, conceiving the period as a dash: "last night- after midnight, using . . ."

As for whether it's a "proper sentence," I'll leave it to others whether 12-grade grammatical requirements are the most important part of Fark headlines, or writing generally. Good writers often play fast and loose with the "rules" of grammar. In the hands of an intelligent and capable writer, such corner-cutting is refreshing. The headline may not be the best I've ever read but there's nothing really wrong with it; I don't know why people have jumped on it like this.

on a real note; we have guys all over the state moving lots of dirt and clay, not to mention 12-15 hour patrols to make sure that we don't have anything worse than what's going on in Lamoure happen anywhere else. It's quite hectic here in the offices.

Blackhawks and Chinooks dropping large sandbags has become a way of life here in the Red River Valley over the last month.

Sudlow, the picture in the link you provided is actually 30 miles away from LaMoure, at a dam near Clausen Springs earlier this week. But it is ND, so it all looks the same.

Mount Rushmore is in SOUTH Dakota Farkers, about 20 miles from Rapid City. A GREAT place to visit, you should load the kiddies up in the RV and head that way. Deadwood, South Dakota, where Wild Bill Hickok got shot, is a smaller version of Las Vegas, with casinos up and down the main street and a lot of street action.

The tourism department of the state government will be glad to send you a free travel guide and map ( damn-near a coffee table book ).
