Do you think the Yemanese government (for example) has the money, will or resources to actually do something about this? I sure don't.

The shipping companies register their ships in these oddball countries to save money. Perhaps the savings just won't be realized if their ships keep getting pirated and nothing is done about it.

I recall a few years back before the piracy thing really took off seeing a program on TV drawing the conclusion that the end of the Cold War really did leave the sea less "safe". We had navies that didn't take shiat, and the thing was, if ONE country didn't want to simply take over a failed state, another one would. And at this point we wouldn't really care if they called themselves Communist and had their own Fidel Castro running it, at least he'd keep order.

Know what the funny thing is? Somalia has something like 5-10 billion barrels of oil in one likely deposit, and may have quite a bit of copper and other valuable commodities. More than enough to attract an imperialist power in the "old days". It's just out of style now.

Most of the caught pirates are just let go. Like these today caught by Dutch commandos who stormed onto a pirate mother ship:

A Dutch frigate from the NATO force responded immediately to the distress call and trailed the pirates to a Yemeni-flagged fishing dhow the brigands had seized Thursday, Fernandes said.

The bandits were using the Yemeni vessel as a "mother ship," a larger vessel that allows the pirates' tiny motorboats to hitch rides hundreds of kilometers (miles) off Somali coast, greatly expanding their range.

The pirates climbed into the dhow and Dutch marine commandos followed soon after, freeing 20 fishermen whose nationalities were not known. Fernandes said there was no exchange of fire and Dutch forces seized seven automatic weapons and one rocket-propelled grenade launcher.

Seven Somali pirates were briefly detained, but they were soon released because "NATO does not have any detainment policy," Fernandes said. Another reason the pirates could not be arrested: they were seized by Dutch nationals and the pirates, the victims and the ship were not Dutch, he said.

On the subject of being flagged in a odd county, I saw a ship flagged in the Marshal Islands was recently attacked. The ship registry is actually handled by a company in Virgina, USA. go figure.
