They supposedly got rid of those per a proliferation treaty. The one tested wasn't actually the maximum capability of that particular type - IIRC it was only 60 megaton compared to the possible maximum of 90; two warheads mounted on the same type of missile they use to send their cosmonauts into space.

But even a regular >10 megaton nuke hitting a city like New York would do far far more damage than any number of EMPs. An EMP would knock out people's technology, the financial industry might go into severe depression, there might possible be short term riots.

A nuke hits New York City, you get the same financial collapse, plus massive destruction of infrastructure, a whole area being rendered uninhabitable, millions dead, millions of refugees, some of them suffering from dangerous radioactive burns, many more from radiation exposure, and fallout rendering nearby areas like Boston unsafe.

Even if every city in the US was hit by an EMP, a single such strike would dwarf the it by magnitudes.
