There are frauds.

There are also people who were captured or spent time as prisoners that the DoD will refuse to categorize as such.

We know for a fact that women were captured and tortured by the Vietcong and NVA in Vietnam. The fact that the DoD claims no women were ever POWs in that conflict is totally inaccurate.

My hunch is that some of these are frauds, and some are genuine.

There are always going to be people who try to defraud the government out of money no matter how much you try to stop it.
