How do you get that? He said nothing about "manipulating" anyone. What he said, or implied, was that if the bankers didn't cooperate with his administration's planned solution to the problem, the public was likely to rise up in its righteous anger and string these suckers up from the nearest lamp-posts. I.e., "You guys can work with us, or you can take your chances with the public."
