If you watch the video repeatedly, you can see the Saudi's hand at all times. Obama's head is blocked by the guy with his back to the camera, but judging from where his body is, no, he didn't kiss the hand.

I watched that boring-assed video 3 times, expecting to see Obama bow down on his knees to the Saudi. What I saw was Obama greeting a short greasy man the same way I do (I am taller than most and do exactly what Obama did when greeting short people).
