I've not really understood the absolute fear that came out of 9/11.

We were attacked. At critical points. A lot of people suddenly were afraid that the boogeyman was going to kill them at every turn, in every corner, shadow, school, bathroom stall, etc. While what they did was awful, we've sat here in this country relatively isolated from attacks that happen almost every single day around the world. It was bound to happen here. Eventually.

Get rid of DHS. Put FBI and CIA under DoD and have them unify all the military, defense and intelligence agencies. FEMA can be a subset of this via the National Guard, linked in with the US Army of Engineering Corps and other first responder groups. The FBI and CIA can work with military intel for overseas missions and governmental executive officials here in the US. They would also oversea the borders and INS.

Holy fark, those are awful ideas. By that logic, we should fold police and fire departments into the DoD as well.

Meh. You have to be careful what you do when you reorganize some of that - you can fix it to death.

DIA is plagued by people calling in from the field to "old buddies" who have retired from the military to work at DIA. It was decided that this was a huge breach of security. Before stomping it out, they did a study first - odd, that - and discovered that more than half of the intelligence support they were ACTUALLY providing to people in the field was through that channel, because they'd made it so damned tough to get real-time support through official channels. Had they put a stop to it, they'd have failed their mission.

It's a quirky thing, trying to unify all the intelligence agencies, because some are civilian and some military, and there are barriers both traditional and legal to crossing that wall.

That's a reason you can't really put FBI and CIA under DoD, FBI is your domestic intelligence group and CIA isn't chartered to do domestic, at least theoretically, and DoD isn't really supposed to operate against US citizens (or green card holders, oddly), NORTHCOM not withstanding. Trying to mush all these groups together causes conflicts due to spheres of operation.

So maybe this means that organizations of a certain size are not the best tool for solving certain tasks. If you think idiotic bureaucratic infighting is inherent to problem solving, you should consider looking at a different scale of cooperation.
