Your job is to verify lottery tickets.

Someone has just handed you a ticket worth thousands of dollars.

Would you pocket it and cash it yourself?

Clerks at five Twin Cities stores did just that during the Minnesota State Lottery's first compliance test, authorities said. The clerks and three accomplices now face felony charges of lottery fraud.

"(We) really need our retailers to be honest and to have their employees do it right every time," said state lottery director Clint Harris.

The stings took place last December and January at 186 randomly selected metro stores, Harris said. Undercover agents would ask clerks to verify the specially constructed crossword game scratch-offs as winners. The prizes ranged from $7,000 to $21,000.

"Our goal was to find out how people would handle those tickets, and what instructions they would give," said John Willems, director of alcohol and gambling enforcement for the Minnesota Department of Public Safety, which had agents help with the sting.

Lottery tickets worth more than $600 must be verified and cashed in at lottery headquarters - which is what the clerks were supposed to tell the undercover agents. But a few are accused of saying the tickets were losers and offering to toss them. Those clerks then tried pocketing the winnings by cashing the tickets at lottery headquarters themselves, sometimes by using an accomplice.

Fewer than 3 percent of the clerks involved in the sting violated the law.

"To me, that's somewhat positive," said Harris, who noted a similar test in California found 18 percent of 450 stores checked broke the law. "It would be great if we can get to zero."

Representatives of the five stores either refused to comment or could not be reached by phone Friday.

The eight suspects charged with felonies by the Ramsey County attorney's office also could not be reached. If convicted, each charge carries a maximum sentence of five years in prison.

Stores that failed the compliance test could face administrative action by the state lottery, including having their lottery ticket sales suspended or their contracts canceled.

Lottery officials also plan to make more Minnesota retailers aware of the tests.

While buying lottery tickets at a downtown St. Paul convenience store Friday, Gregg Draper, of St. Paul, said he wasn't surprised by the news. If he had a winning ticket for several hundred dollars, he wouldn't bother going to a store, but directly to Lottery headquarters.

"There's some shady people," he said.

Minnesota's compliance check was part of an effort to uphold the state lottery's commitment to ensure players receive the correct prizes, to ensure retailers are meeting expectations when selling lottery tickets and to protect the games, Harris said.

"From our standpoint, it is an effective program," Willems said. "The overwhelming majority of people out there did the right thing. It is our intention to continue."

Most lottery machines now play a little jingle when you've won, like a MIDI of "we're in the money" and displays your winnings on an LED screen.

Its actually very difficult to cheat the customer, and most lottery clerks, which I was for 3 years, wouldnt do that because its a state and federal offense.

It also might say more about the integrity of native Minnesotans. Their state had a 3% failure rate, but there was an 18% failure rate in Cali. It'd be interesting to see the difference.

The Lottery is just state sponsored robbery that exploits the dumbest and poorest so what's the big deal? All these people have to do is say "I did it for the Kids!" and everything is OK. Then they can put the money into their general fund.

Seriously, I thought the whole idea behind the lottery is to steal the poor's money. The only people dumber than those buying the tickets are those spending the proceeds.

There was quite the shake up in recent years with Ontario Lotteries here in Canuckland, there were a disproportionate amount of lotto retailers claiming winnings and a few lawsuits won/settled from people running kiosks and LOG stations screwing over customers.

Since then there have been revamped announcements and amendments to laws enacted and more on the way and tickets that can't touch a retailer's hands unless it is signed by the player right on the front as well as self-serve ticket checking scanners.

It's all just crap anyway, the lottery is a tax on people who are bad at math (thanks to George Carlin's "BrainDroppings" book for that wisdom).

Where I'm from 90% of "clerks" are Asian (indian, Bangladeshi, Pakistani typically) Maybe 2% of Asians are clerks.
Only one of these countries are ISLAMIC and the rest are hindu or sikh predominantly.
Regardless of this the reason for these crimes, the BLAME, lies with the society that runs lotteries, which steal from the ignorant impoverished proletariat.
There is no no-it-all cure, so you have to swallow your indignation and get on with your life in the sick sick system.

If what I say bothers you, it would be a good idea to look inside yourself and ask why it does so. Scary, I know.

Its actually very difficult to cheat the customer, and most lottery clerks, which I was for 3 years, wouldnt do that because its a state and federal offense.


Might be harder for the clerk to rob you, but it sounds like things have been made a bit easier for the thugs waiting by the door.

Your hypocrisy does not so much detract from what you say as make you an unreliable source of information. I tend to disagree with almost everything you do say. But I'm not telling you that my ideas are home truths and that if you disagree with me it's out of fear.

<shrug> We all have the right to say what we think. It's when we talk about others' reactions to our thoughts in derrogatory terms that it gets obnoxious.

What assholes. I was really excited when I handed a customer his (about) $7500 winner and told him to sign it. It was a real Charlie and the Chocolate Factory kind of moment for me. He came back and tipped well also.

Harpreet Kaur Virk- These are both Sikh names (Sikhs almost always have "Kaur" or "Singh" in their names.

Nancy Ahmed Youssef
Mohamed S. Ahmed- Obvious Muslim man, likely Muslim convert woman. This is in Minnesota- wonder if he's middle eastern or Somali.

Susan Lynn Hanna American white chick.

Majdi Elias Almadien Some sort of Middle Eastern name. Could be Muslim, might not be.

Most of these stores sound like inner- city carryouts, which overwhemingly are owned by Indian and Middle Eastern people, and most employees will be Indian, Middle Eastern, or African immigrants in areas with high populations of them. Since I'm sure that the agency tested hundreds of these markets, this list of names doesn't say a thing about the cultures of the people named, other than that the majority of immigrants tested passed and were honest. It DOES say a lot about human nature, and that greed crosses national boundaries. I'm sure that responses in here also will assume that "It's them dirty immigrants!!!!" Of course most of these names are Immigrant names. They tested stores where the vast majority of employees are immigrants from those countries. If they'd tested stores staffed mostly by white hillbillies, the accused would mostly have names like "James Robert (Jim Bob) Williams" and "Nadine Ann Smith."
