apparently, they have night time flea markets where they sell pirate disks. they have guys that hang outside of the cop shops and tell the pirate guys when the cops are leaving to make arrests.

the only thing they can arrest these guys for apparently is illegal use of a walkie talkie.

curiously, this article makes no mention of transsexuals.
