There is a difference between typing and writing longhand. Since it's relatively easy to read any typed letter vs reading someone's crappy handwriting, using caps when typing for reasons other than simple rules of grammar and syntax is unnecessary. Typically, when someone does do this, they are, in fact, trying to draw attention to certain words. This insults the intelligence of the reader, pretty much saying he/she is too dumb to figure out which words carry importance on his/her own. If that really is the case, maybe the author failed as a writer to get his/her message across without using gimmicks. Those who type in all caps are just being douchebags. That being said, those who write in all caps just believe their handwriting is clearer that way. It's not the same thing.
