As a former resident of Washington state, adding Gary Locke to the Cabinet can only hurt the Obama administration. The man ruled Washington with a passive, lazy, and quite stupid fist, overturning voter resolutions in favor of sports teams, overseeing the downfall of the University of Washington and the rest of Washington's higher ed through massive budget cuts (>20% in many cases), and driving Boeing from the state.

He was an awful governor, and I lived under Blago and Tennessee's Ned McWhirter.

Davis Wright Tremaine is one of the relatively unknown heavy hitters when it comes to Chinese trade with the US. They have offices in pretty every major US west coast port city and Shanghai. They do business with almost any Chinese company that does business in the US and any US company in China. Eventually something screwy is going to come up. I don't think this is nearly as big of a scandal as it's implied. The article itself says he just worked in their office, and that he had to return campaign contributions from some guys who got busted for illegal influence buying (lobbying) for China. Kind of run of the mill for a governor of the state with one of the biggest port cities on the West coast. Would have been much worse if he had kept the contributions.

You can bet the second something goes wrong, they'll be calls for investigations, firings, and impeachment (without any of those actions being justified or even reasonable). IN FACT... I think they should nominate 5 new politicians every week to Obama's cabinet. Then each one of the 5 (R D or I) could apologize for their mistakes and scandals and pay back what tax and/or campaign money they "forgot" to pay. In a couple years we'll have gone through all of Congress and some local politicians, and gotten a ton of back-taxes in.
